Position
papers are general submissions that industries makes to Government
proposals in the form of comments. This can be part of a public
consultation, as well as companies/associations deciding to
comment on a Government proposal without invitation for a
public consultation.
In the case of GSM Europe, these position papers are responses
to legislation proposed by the European Commission. These
are generally submitted to the European Commission and/or
to the European Parliament and Council, when necessary and
depending on the stage of the legislative process. But it
can also be directed to other bodies; i.e. standardisation
bodies. Industries can also write position papers just to
raise concerns on specific issues.
