Mobile network operators can’t provide mobile money without a bank. At the very least, banks must hold the electronic value stored in customers’ and agents’ wallets. It’s also impossible for banks to offer mobile money without an operator. Banks need operators to provide a data channel for mobile transactions. But between these two extremes, there are many ways for banks and operators to work together.
