Standards

The ICNIRP guidelines have been widely adopted in Africa, Asia, Europe and the Middle East. A similar standard developed by the IEEE International Committee on Electromagnetic Safety (ICES) has been used in the Americas. China and Russia currently use standards that are fundamentally different to ICNIRP or ICES but are under review.



The Association Française des Opérateurs Mobiles (AFOM) produced the above map of exposure limits relevant to mobile networks using data from the WHO database and other public sources. The map below shows exposure limits for 68% of the world's population. 97% of this population lives in a country that has adopted the WHO recommendations or is in the process of adopting them.

In respect of China the limit is 14 V/m for radio, television or mobile telephony transmitters. A process to adopt WHO limits is in progress for radio transmitters including mobile phone masts. The WHO recommendations have already been adopted for mobile phones. For Russia the limit is 10 V/m for radio, television or mobile phone masts. An action plan approved by the Consumer Rights Protection Agency is in progress with the aim of adopting WHO limits.
