The data owner provisions Tier 2 ENUM  information against it’s numbers. Tier 2 information is a combination of Service Type attirbutes and URIs related to each TN. These address are provided to query users who query the numbers.

 

Tier 2 Explained

The ENUM Tier 2 is responsible for resolving information about  the subscriber number. This is delivered in the form of a routable URI, known as a NAPTR record.

A Tier 2 usually covers a specific network operator and via the Query Service gives other operators, carriers and hubs the routing information about a number.
